The post is a bit vague but it sounds like they will be tweaking around the edges rather than adding essential stuff to the cities.I think everyone is reading too much into Rukkirii's post.
Re-using assets, framing foundations of old buildings in ruins...re-using trees, landscape pieces...removing redundancy...making locations more meaningful.
It's not a here's a blank slate let's remake it...it's a we have assets we've created how do we best use it and expand and creating a more dynamic and amazing city. We've seen the sketches...I'm hoping Gridania gets carved into an old growth forest feel...and the city spirals up roots into giant tree canopies on top...it's a shame to have a wooded city only be on one level.
Changing a path and adding a stairway here and there falls short of what needs to be done to make the cities seem alive and interesting.
TBH, I never has a probelm with any of the City-states.. they were like the only things that seemed "Alive" :P.
Its a shame. Would of loved to see a re-made Gridania. Maybe some time after 2.0 they can have some group raze the cities and either build New Gridania somewhere or re-build the destroyed one in a new vision.
I'd really at least like to see an official answer as to whether the auction house and Grand Company headquarters will have proper physical presences now. If that "entrance to the Market Wards" nonsense is pulled again in 2.0, I'll be majorly disappointed. Even if walking through the doorway of the building transported you to the necessary instanced area, it'd still be much better than it is now.
