Steps:
1. Speak with Notched Bone
2. Cutscene loads
3. As Notched Bone and Dedean walk up, cutscene freezes with no further dialogue. Skipping cutscene brings to endless loading screen.
4. Upon hard quitting the game, reloading, quest is returned to same point. Can successfully skip cutscene before Notched Bone and Dedean walk up.

I just had the exact same problem, and even having the dialog go automatically didn't fix it, I had to use the same solution as what you found.

I am experiencing the same problem. Cutscene starts but the dialog doesn't come up. I am playing on the "beta" PS5 version if that makes a difference. I did not try the PS4 version yet.
