Artifact armor nonexistent in my game, all expansions

If you are not in fact trolling, which at this point is hard to believe from the volume of posts you make regarding issues with simple solutions, the majority of your gameplay issues could be solved by reading what is in front of you and actually checking menus instead of assuming.

I am sorry to inform both of you OP is sincerely struggling this much at the many tasks he posts about.

I did the level 70 job quest on four different characters and never got them . Three SMN, and one DRG. I only was given a new action at 70 on all of them

Is there a different NPC nearby to get them?

Perhaps you misplaced them? You can search your personal inventories for items with the /isearch command, e.g. /isearch Attire Coffer
That should scan all of your inventories, and retainers for the coffer, and failing that you can specify the name of a gear piece itself, in case you maybe opened them already and put them in glamour dresser, or the armoire.

Unless it has changed since Shadowbringers launched, the level 70 job quest gives you a coffer containing a set of artifact armor, labeled as X’s Attire Coffer, that you need to open to receive the 5 pieces of artifact gear, as well as your level 70 job skill. If you have the job skill you should have received this coffer.
