    I believe this is the problem

    The problem causing the stuttering has to do with a Windows 10 update. I hope links are allowed as I'll post a link to the article that brought this to my attention. It's from PC Gamer.

    My game now plays as smooth as it did before 5.5 dropped. It's awesome. No more stutter and hitches, although I can't guarantee if it'll stop people from having crashes. Hopefully, this works for others who are having this issue. Microsoft needs to do more QA.
