How to Get Unstuck when locked up trying to hand over an item.

Periodically my character locks up when I go to hand over an item and instead of clicking on the item in my inventory, I click on the icon which you are supposed to click on AFTER you remove the item from your inventory.

My character completely locks up. I am unable to move, teleport, or do anything.

I do a ctl-alt-del to get out of the situation.

Is there another solution to this problem?

I've never heard of this locking up behavior that you describe, but it might be helpful to know that when you're turning in a quest item, you don't need to go looking through your inventory for it. Just right click the faded item icon in the turn-in window and it'll show you only the items from your inventory that are valid for that turn in.
