Is there a way to prevent another player from being matched with me when I queue?

November of 2020, I did Amaurot dungeon after watching MTQCapture's guide on it a couple of times yet I was still failing to understand some of the mechanics during the bosses as the guide said what to do but not how to do it. Therefore, I kept dying.

This healer who was with me kept using an annoying macro with decorated text and repeated sound effects that said in all caps "Pay attention! Game mechanics are happening now." I tried to explain in the chat that I do not understand exactly what to do because it was my first time doing them. The proximity AoEs from I think it was the first boss, were really confusing for me because it was based off where people stood for the previous mechanic.

This led to the person throwing insults to me and eventually leading to him refusing to raise me. This guy was very rude.

After the dungeon, I was like, "it won't happen again, I'll never see him again." because millions of people play FFXIV.

However, he showed up again during Eden's Promise: Litany yesterday. At first, I did not realize that he was in there with me until we wiped and then he spammed the same macro, with same sound effects, twice in a row. 5/8ths of the party were new to the fight so it did not surprise me that we wiped.

We were close to wiping again a few other times during second attempt which that same guy would repeat his rude macro. which included him using the macro upon healer LB3.

Just a few of those were directed towards me (Litany is the one Eden raid that I struggle with). Thankfully, I was on an alt this time so there was no way for him to know that it was the same person from Amaurot from before because if he remembered my name or anything, it would have been much worse I'm sure.

It seems that this individual is a very rude elitist who wants every run to go 100% perfect and does not understand that not everybody is as skilled as experts in the game.

I do not want to deal with him or his rude macro again. Is there any way that I can make it so he cannot be matched with me in duty?

No, you cant block other players (on your datacenter) from being matched with you.

However, if you blacklist that person non of their messages will show up in your chat. Meaning you wont have to see that macro again or hear another word from them ever. You can still be matched with a blacklisted person (anything else would probably break our matchmaking system), but you wont see anything they sent via chat anymore.

For your case that should work out well enough, I reckon? You have a slight chance of having to see him again, but wont see anything he types in that event.

(The only way to really get away from someone would be to switch servers to one outside of the datacenter in question - Ultros is on the Primal Datacenter, so switching to any server thats not on Primal would be an option (at least as long as that person doesnt has characters on the other datacenters aswell). However that might not work forever, since they're working on cross-datacenter connections, apparently.)

just report him, if the block option prevented people from being matched with each other it would cause issues especially in 24man content
the queue time of everyone in the party of the person you blocked will be longer just to prevent that encounter

Yeah, blacklist prevents you from seeing their chat. It also prevents them from joining any PF groups you make(possibly even just with you as a member, but im not positive about that). It doesnt block random matchmaking. Aside from that, there isnt much you can do about an obnovious res macro. You could maybe say something(and people do make the cringiest of macros), but even if all 23 members of the alliance raid agreed they arent super likely to change. Once they start throwing insults, being rude, and refusing to do their job? Thats when you file a report. The devs take harassment seriously, and if the guy was as nasty as you say then he would get a talking to/strike on his account at a minimum. If that isnt enough to get someone to play nice, it might at least be enough to get them to move their BS out of the party chat and over to FC/LS/discord. And once its out of party chat, you dont need to worry about it anymore.
