Tree/Building/Ground Texture Flicker Issue Since Day 1. Anyone know how to fix?

See video for what I'm trying to describe:

    https://vimeo.com/538464578

Any leaves, grass, buildings, fences, steps, you name it, will flicker like this when moving either the camera or if it's blowing in the wind like in the video.

My pc has an NVIDIA RTX 3070 and my laptop has a GTX 970. Both experience this issue and I am running max settings. Disabling various settings, including shadows, does nothing to fix the problem.

Good afternoon and thank you for posting on the Final Fantasy XIV Technical Support Forums.

Does this occur if the graphics drivers are updated? Additionally, does changing the resolution help?

    Nvidia Control Panel>Manage 3D Settings>Program Settings>Final Fantasy VIV: A Realm Reborn>Texture filtering - Negative LOD bias: Clamp

This should eliminate about 90% of the ground texture shimmer, and a good bit of the tree/foliage. It's an old trick that got forgotten as Nvidia had disabled the feature for quite some time but brought it back....eh, a coupe years ago? Give it a shot anyways, it's working well on my trusty GTX1080 @ 1440, and my 1070 equipped laptop.
