Also having the same issue ever since 5.5 dropped. Wanted to wait until last night's hotfixes, just in case that made a difference (even though I know that was just for the World Visit issue), but this quest is still impossible to complete.

Steps: In the middle of the quest "A Thousand And One Farewells," after speaking with the children once F'lhaminn gifts them hats, Hozan does not appear, therefore making quest progression impossible.
