A Thousand and One Farewells Quest- NPC Missing

Was doing the quest "A Thousand and One Farewells" in Mor Dona- Relevnant's Toll. I was able to progress through some of the quest and I need to speak to Hozan again and he's not at he location the map is saying he's at.

Also having the same issue ever since 5.5 dropped. Wanted to wait until last night's hotfixes, just in case that made a difference (even though I know that was just for the World Visit issue), but this quest is still impossible to complete.
