It should be 16/17, in theory. There are references to compulsory universal schooling prior to military age, and it would match the Roman structure in the era the legions are based on. That said, even in 1.0 we saw apparent 7-to-10-year-olds being taken to Mor Dhona for a military indoctrination speech. That was framed as Ala Mhigan children being shown the threat the faces them and justified their overthrow, but...

And there's always the possibility they look the other way when 15/16-year-olds are passionate about joining and willing to lie.
