Are you talking about just straight mainline SMT or are you also including offshoots?

Its Demifiend hands down. If not there's a reason why Demifiend wasn't a secret boss in the Persona or Devil Survivor lines. Makoto/Minako might come close with there universe arcana but thats still a stretch.
