If your provider is anything like mine, just threaten to cancel your service and they usually come running, though begrudgingly. They don't listen to anything less, sadly. The unfortunate thing is when ISPs hold a monopoly or "essentially" a monopoly, you can't threaten to leave I've got Spectrum, which is already absolute crap, but they rarely fix anything here because their only "competition" is a small ISP with the highest speed being 10 Mbps Dial-up.
