I've never really understood that. A player should be able to do an optimal rotation regardless of the tier of content. As in, it should be muscle memory. It's not even like it's that great of an effort in this game.You'll come to find that a large portion of the playerbase is extremely lazy, and not always tuned in to try their best in a lot of content that's not Savage or higher. Sometimes it's willfully lazy, but most of the time it's just, "Hey, I'm here to have fun, so what if I miss a few GCDs every minute?"

They should be, but TBH I'm not the best at reading tooltips so I have to refer to guides and external resources to truly help me understand sometimes. For example as DRG, I know the GCD combos but I always mess up or forget my OGCD order, leading to drift. RPR is another, past level 80. I kind of get what things do... but it's far from optimal. I could look up every single one but I honestly don't want to. It's wasting brain space for me for a Job I won't touch until the cap is increased again. You won't see me not pressing buttons and DPS CDs, no... But there'll be other silly mistakes doubtless.
I don't even ask for top tier DPS. All I ask is for above average, meaning some competency. Unfortunately even that is asking for too much, as any above average DPS (save for BRD) will still out DPS a DNC whose doing their top damage.
I think in more casual content there is room for error, and can even be a place to refine, and get used to one's rotation. Making it to where there is no real effort in playing. For example, when I redid my WHM bar, I noticed I had a couple skills on my third bar on different hotkeys, because I had gotten used to using them with my old hotkey placement without thinking. Now, granted, I don't play a lot of classes, but when I am leveling up one, or trying to play one, I get used to a rotation, and adapt as necessary. As far as I'm aware in casual content it's not worth optimizing oGCDs outside of just popping them(don't waste obviously but try to have as little up time as possible). The moment the fight starts as I'm running through my chaos combo I'll start popping Jump, Dragon Sight, Mirage Dive, Battle Litany, and Lance Charge. Pop a spineshatter charge and dragonfire, then just cruise until life of the dragon combo is up. I stopped complaining about player competence in normal duties. Why? Because I realised due the abhorrent dungeon design I was having more fun when runs didn't feel like the same experience all the time. Now I welcome players screwing up or still learning.
