It's simply because not every 80 in the leveling roulette queue actually queued for leveling roulette. Back during the moogle tome event, I was a level 80 queueing for Aurum Vale for tomes. Thus a party full of level 80's who got matched with me might perceive the system glitched/broke when it didn't.

It's easy to make this system a toggle for a pre-built party since there's no variables to consider, but they'd have to take in every extra variable for people queueing in leveling roulette for this system to work alongside it which they might not be interested, lest it possibly break the leveling roulette matchmaking like what happened one time back in HW when they did some editing to it.
