    An instance started that I was queued for but queue did not pop for me

    The other day, I was queued for Royal City of Rabanastre with my Galarian Articuno@Excalibur character because that character needed a clear. I queued a minute after reset time and waited ≈25 minutes before the queue popped, only to find that I joined party in progress right after the first boss. I was told an AFK person was vote kicked.

    Now, I have done Royal City of Rabanastre a number of times on my main, Moltres Rider when it came up in roulettes, as well as a few times on Rydia Mystt so I KNOW that it does not take more than 25 minutes to do the first boss. Obviously, that instance started while I was in queue and it did not pop for me at the start of the raid.

    I highly doubt that all 24 players queued for that raid specifically before me, so the game obviously threw a bunch of rouletters with a few that may have queued for Royal City of Rabanastre when there was someone who was queued for it who needed a clear who was not thrown in with them.

    If Galarian Articuno needed a clear and she was queued for it, why did it not throw her in instead of one of the people doing roulettes? That one other person could have easily waited 10 seconds longer for a different raid. I was told several times elsewhere that people who need a clear usually have priority. except Galarian Articuno did not get priority despite needing a clear.

    Why did rouletters get priority over Galarian Articuno who needed a clear?

    Because that's not something the game tracks.
    Everyone's "ticket" into the raid is identical.
    More than 24 people qued and you just didn't have RNGesus on your side to get you picked.

    In Progress queues are generally prioritized over fresh queues if you have Join in Progress checked when you queue up for something. Another party for Rabanastre needed a player of the role you queued up for before a full 24-man alliance party formed for that specific raid. That’s why you got an in-progress party over a fresh party. The explanation is purely as simple as that.

    Duty Finder algorithms are also a bit more complicated than “I queued up first so I should get in first” or “I need a clear so I should be prioritized over players who are doing the Roulette”. It’s very much possible that 24 other people queued before you, especially since you can run Rabanastre for the current relic AND it’s part of the Moogle Tomestone event. So people specifically queuing for it right now is very likely.

    As a side note, it is also not completely out of the question for it to take 25 minutes to do the first boss. I once thought it impossible to take 75+ minutes to complete a dungeon until I got thrown into an In-Progress Sohm Al that was 75 minutes in progress at the final boss. It did, indeed, take the party 75 minutes to get to the final boss because the healer they had before me was that much trouble. Dung happens. The impossible also happens. So while it’s unlikely, it’s also not that unlikely because, well. Some people are just really bad at video games.

    People needing clears on content aren’t prioritized over people queuing up for roulettes. Roulettes are what funnel a lot of players into content otherwise not current. That’s one of the reasons for the roulettes existing: to attempt to facilitate queues for content. Especially older content that people may not queue for regularly. Duty Finder prioritizes based on role and when you queue (that’s why you see a “your number in the queue is” line of text pop up on the side of your screen). Things such as groups of friends or FC mates joining as partial premades can push people down queues depending on their party comp. For example: you solo queue as a DPS for X dungeon, and a premade of 2 DPS and a healer queue after you. They may push you down the queue depending on if the current queue was searching to fill a healer slot for X dungeon or not. It’s why a lot of players will do leveling dungeon spam with a tank or healer friend—to “ride the tank/healer queue” and bypass waiting while they get sorted into a party where they can fit.
