Theo was talking about the allied beast tribe questlines we'd usually get access to in the x.5 patch after maxing rep with the tribes we already had. Moogles were added in 3.3To be fair on that front, most tribes added in ending patches have typically been designed to be catch up mechanics for quick leveling crafters and gatherers; or were moogles added earlier... I don't remember, but in Shadowbringers that mechanic was baked into Ishgard restoration. Whether that is for better or worse is another topic. Not that I'm defending the choice to not add a new tribe either.
