Right.Here something that even Yoshi P said in the interview, "Regarding working on future Ultimate trials, we came to the conclusion that we needed to work in a more planned and efficient way."
He admits that that the current way of doing it this way is not that great for productivity and I wouldn't be surprised if this was true across the whole development team itself since a good majority of the team itself isn't devoted to battle content.
Their process can def be improved.
But expecting them to have a team dedicated to Ultimates is a pipe dream. Nothing wrong with dreaming, but it's not appropriate to "fault them" for this.
