There probably isn't a whole lot they can do about that. The problem with designing and testing super hard content is that you need people on the dev team skilled enough to actually do said content. That's why they had to pull in people from other unrelated teams in their spare time. The class balance guy, alliance raid design guy, etc already has a full time jobs that don't involve testing Ultimates for days on end.
