Steps:
1. Progress Main Story Quest until Heavensward (“An Indispensable Ally”) on a side character.
2. Unlock Machinist and enter the solo duty in “Master of Marksmanship” job quest.
3. Move to X:14.4, Y:15.0.
4. The tower from Patch 5.4 Main Scenario Quests can be seen in the background.

So you mean, even though you haven't reached 5.4 in the MSQ? I had to re-read a couple of times to get that it's an issue with what you're not up to yet, rather than where you are.

If it's not something that can be switched on and off per player, the tower should t be visible in that instance because the quest is set long before the towers appear.

This tower is meant to be invisible until you reach 5.4 but obviously this could be missed in the large amount solo duties in the game which make use of the same area models.
