[PC - Steam Edition] Constant Crashing

Update: underclocked GPU, did not help. Going to be full resetting Windows unless someone can come up with another way to solve the DX11 issues.

Edit: Just to recap, these crashes do not come with error messages. For example what happened last time was that I logged in and cleared a duty real quick just to pass some time. Then I attempted to open any other program, in this case, Google Chrome. Nothing opened. So I tried to open Task Manager with Control + Alt + Delete. Nothing opened. So I tried to exit the game which was at this point still performing as normal. After hitting Exit Game, I get a black screen in the program window, the computer freezes up, then auto-restarts.

In one lucky circumstance, FFXIV actually managed to fully close, at which point all of the programs I attempted to open while it was still running opened all at once.

I am not a smart man, I do not know what this means.
