[PC - Steam Edition] Constant Crashing

Game started crashing lately. I'm really unsure as to why.
Recently (like 30 minutes ago) completely clean installed NVIDIA and its drivers and I'm still having the issue.
Playing in borderless windowed mode.
FPS limited to 60.
Maximum settings which have never posed an issue before.

Specs:
Windows 10 Pro 64-bit
AMD Ryzen 7 3700X
32 GB RAM
NVIDIA GeForce GTX 1070

After updating BIOS, updating chipset drivers, clean installing NVIDA drivers, running CCleaner on the registry, reinstalling FFXIV to the same drive as Steam, and disabling fullscreen optimizations, I seem to mostly not be crashing.
I haven't tried to run the game for an extended period of time where it's the only program running but I'll give it a shot.
Heat hasn't been a problem, everything is operating at normal temperatures.

I did have my computer sort of lock up on trying to close another program while 14 was active which leads me to believe it could be related to other software or hardware. Running Windows Memory Diagnostic didn't result in any issues being found though. And I'm not overclocking or anything.

Running the game by itself seems to be fine and I can run it with other stuff while in DX9 mode but I'd prefer to fix DX11.

Update, swapped back to DX11, only program running. Ran a duty and afterwards I was unable to open any programs including the task manager until after I force closed FFXIV.

Update: underclocked GPU, did not help. Going to be full resetting Windows unless someone can come up with another way to solve the DX11 issues.

Edit: Just to recap, these crashes do not come with error messages. For example what happened last time was that I logged in and cleared a duty real quick just to pass some time. Then I attempted to open any other program, in this case, Google Chrome. Nothing opened. So I tried to open Task Manager with Control + Alt + Delete. Nothing opened. So I tried to exit the game which was at this point still performing as normal. After hitting Exit Game, I get a black screen in the program window, the computer freezes up, then auto-restarts.

In one lucky circumstance, FFXIV actually managed to fully close, at which point all of the programs I attempted to open while it was still running opened all at once.

I am not a smart man, I do not know what this means.
