NA doesn't really have local rules, in the same way, really.

- In NA PF, individuals may quit an instance if there is a wipe (or 2, or 3 or 4) but the entire party doesn't generally disband. Sometimes they do, but there's no regional rule (and if they want to, they'll generally say "x wipes = disband", but again, it's not that common from my experience).

- Farm parties don't tend to specify how many times they'll go, generally they can go for 3 runs, 5 runs, or will continue however many times the Party Leader wishes (albeit, individuals who sign up are usually free to leave if they need/want to between kills).

- Loot on NA is complete FFA, everyone can roll on everything -- It's usually up to individual discretion whether or not to roll on an item if someone requests an item (ie: final boss drops a DNC weapon, no DNC in party but someone does play it as an off job -- they might request to have the weapon, and trade their other rolls for it, but there's no guarantee even in this instance that everyone in the party will pass on that item. I'd say it's good form to pass it up unless you can also use it, but again, that's just me)

One thing I've seen/noticed from people who generally come from JP Datacenters (or EU datacenters) to NA is the bewilderment at NA's refusal to utilize Macros for strategies on fights and instead put down a marker (or in the case of E9S: series of markers) that the players move their characters around to call positions. This is probably the only NA-specific thing that's done I can really think of?
