GPU instantly at 100% load when playing FFXIV

GPU: Radeon RX 480
Driver Version: Originally 20.11.2, I also rolled back to a clean install of 20.9.1 which made no difference.
CPU: Intel Core i5-6500 @ 3.20 GHz
RAM: 8 GB
DirectX version 11, I also tried it on 9 and there was no difference.

The loading screen is fine, but as soon as I load into the world, my GPU usage instantly becomes 100%. Graphics settings are all set to the lowest possible. Changing the FPS limit from 60 FPS capped down to 30 or 15 capped is the only thing that decreases GPU utilization. Before this issue started occurring it was capped at 60 FPS and much higher graphics settings with a normal GPU load. I'm not sure when exactly it started as I took a break from playing in December 2020 up until now.

This doesn't happen with any other game.

To prevent repeating previously attempted troubleshooting, what have you tried to alleviate the problem? Does this issue happen when Final Fantasy XIV is the only program running? Also, could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'
