Are you sure? Maybe some things move around but I'm pretty sure decorations turn up in the same places every year. Maybe it depends on the holiday.

I also remember someone talking a while back about having looked at the game models of the cities and that all the event decorations are permanently there waiting to be switched on and off - which doesn't rule out them being moved around in the meanwhile, but doesn't sound like they start from scratch either.
