I am really trying to figure out what the purpose of having a lvl 1 character online 24/7 is. I know someone in game that has a medium house on a lvl 1 archer and they are online 24/7. What would be the use of having a character like that other than botting?

They're exploiting a major loophole in the housing system; namely that you can have ownership of a FC house passed to you even if you haven't fulfilled the requirements to own a house normally.

This is used to give low level alts a small house via an empty shell of a FC, then they're set up with a botting script that monitors wards for medium/large plot vacancies. The moment they detect one, they'll move in and try to transfer into the plot so they can sell it for ludicrous amounts of gill or real money.

The fix for this is simple (Make it so you can't own a house period if you don't meet the requirements) but as with most housing issues, it's not going to be addressed unless several people notice it and make a fuss, and it still won't address the deeper issue of people routinely using automation to claim housing.
