I think that was to avoid backlash because they changed how the races look so much that for many players how their character originally looked is no longer available in the game. When the first racial upgrades were brought in many players were very upset because there was no way for them to make their character still look like the character they recognise. It actually caused quite a lot of drama. But that was Blizzard's fault because in so many cases they didn't just upgrade the faces, they replaced them with something that looked completely different. A bad call. So it's not surprising that for the second round of upgrades they were like "ah just let them change whatever whenever to make them less annoyed at us".
The WoW barborshop updates are far more recent than the WOD Player model updates if that's what you're talking about. More recently they actually gave some of the allied races they added extra options at one point and with SHadowlands just up and redid their character customization ui and barborshop UP altogether adding more options.
As far as I recall that was only client side, and the option also got taken away at some point. Can't remember when though.
Yea I know, just saying that the history with the racial upgrades hasn't been super smooth as far as player reaction is concerned. It was quite controversial in the community. Which could partially be why Blizzard gave players even more freedom to change to make them less salty about having a look they loved being taken away from the game.
I would love to see the same long list of options come to FFXIV but I don't think that would happen until there are upgrades for all races which probably isn't any time soon. They haven't even finished viera and hrothgar yet -_-
