There's not a great way to fix this issue, because the factors that influence the time it takes to get into a duty are outside of the game's control; it's impossible for the game to know if 6 healers are going to join the queue all of a sudden, or whether it will end up taking longer than average for the number of needed characters to join the queue for your party to fill.

The wait time is estimated for a reason. Its impossible to be accurate.

Also it depends on what you queue for. If you queue for the level 77 dungeon as a dps for example. The game takes a guess at how frequently tanks and healers will join the queue including for levelling roulette.

However with specific duties. If a level 80 tank joins the levelling roulette queue. He might get soft matched to you with another level 80 dps and you'll all be waiting on a healer. you can see this on the looking for members info sometimes.

So your estimated wait time might be really low, but then if the next healer that queues is only 69 that tank and the other dps at the front of the roulette queues will now be matched with the 69 healer and another dps. So now your have to wait for another tank and another healer which is why yousometimes see the looking for members box change so much because the people you were soft matched with got put in another group instead.

The system works both ways though and often overestimates.

If your a level 79 dps. You.might be 30th in the dps queue for the levelling roullette. But if someone queues the level 77 dungeon as say a healer and the 29 dps ahead of you in the queue are all level 76 or lower. Then you will quite often jump the queue and get into your roulette much faster than estimated.

This happens quite alot..oh hey i'm 19th in the queue i've got time to go bathroom or make a drink.. DING!!!

Try playing healer or tank for a bit? Almost instant queues.
Dps just be that way.
Play during prime time hours, and depends what you're queueing up for; may need to use party finder and not duty finder. Some dungs and trials are PF "exclusive"; I say this because the community naturally just does this for certain duties.
You'll eventually get the hang of what is better used with either PF or DF.
