Allow RDM Verraise at much lower level

I realize the intent is to teach healers not to die at low levels, but roulettes can be really frustrating when we have to wipe because the healer dies. It's far more frustrating to have to do the boss all over again.

RDM folk really don't practice verraise as often as they should and it would be more beneficial at lower levels to not suddenly be introduced to a very different mechanic that frustrates teams later on in the game.

I feel like the solution to this is to introduce it earlier. There's no harm in letting us raise in roulettes.
