1. I personally feel like you make enough rolls while grinding for things that the observed drop rate wouldn't change much even if you divided the sample size by 4.
2. I'm not sure why the observed drop rate matters. They never tell you the expected drop rate so they have no reason to ensure your observed drop rate matches it, which is probably why they don't have streak breakers.
