Thanks for the help. I chose storm, so never got this auto quest line. I will look for the npc.

Doesn't matter which Grand Company you chose - the MSQ will send you to Vesper Bay many many times. So unless you have just ignored the MSQ you should have walked past this NPC several times.

The quest in question becomes available when you report back to Minfilia shortly before the fight with Ifrit - hence before you get to choose GC.
