While transferring character is not possible.
There's such thing called preferred server. I also just returned a week ago and start anew in a preferred server.
You get 90 days of +100% exp bonus up to level 70 (from any sources).

It's a very good deal for making a new character. You can catch up with old char easily.
Only, you may need to transfer server if you're not already on one.
