    just because you have shadowbringers registered, doesn't mean you have stormblood registered. as the others said, make sure to go into your mogstation account and double check to see if its registered. if it is registered and you still cant access the quest, you might need to submit a ticket to figure out why.

    A very special THANK YOU to Bopsheezi, RicaRuin, Naoki34, and, especially Zomkei.

    All of you were absolutely right about why I can not talk to the Ul'dah citizen.

    And Zomkei especially because he made me realize that even though when I went to start the game, I clicked on the Shadowbringer log in. I thought that meant I was playing with Shadowbringer.

    NOT SO! I went to the mogstation, followed all their instructions, and Shadowbringer is now downloading....which means it must NOT have been there before, but will be soon.

    Having Shadowbringers registered absolutely does mean you have Stormblood registered. The most recent expansion subsumes the previous expansions.

    But as OP figured out, having a Shadowbringers startup screen doesn't necessarily mean you have registered Shadowbringers to your account.
