Because Hrothgar faces aren't tied to the hair? Yeah, right. Give me a break. At least you don't have to buy a new haircut via a phantasia bottle on top of being able to wear headgear.
There's perks and drawbacks to every playable race. My point was more that there's older playable races who have been in need of having their specific issues addressed for longer than Viera and Hrothgar have existed. So it'd be strange if the development team didn't take the opportunity to touch up the other playable races at the same time. Especially when rival MMO's have done similar.
The other races have received about 7 or 8 hairstyles just this expansion, while Viera and Hrothgar got a grand total of zero anything since their release.If they decide to tweak Viera by giving them additional hairstyles then I hope they also go back and fix some of the glaring issues with the older races too. Highlander men, for example, could do with getting some actual eyebrows and Raen/Xaela would benefit from being able to select different horn styles without them being locked to specific faces.
If that's the plan they have in mind, then it might explain the delay in Viera and Hrothgar getting additional options. If it isn't...then it's going to be a kick in the teeth for those of us who play or want to play the older races.

A situation created by their decision to add these races when they lacked the resources to do it in the first place. If anything, it would've been more prudent to address the limitations of their graphics engine first - which apparently is something they're now actively reviewing - and then adding new races, rather than this bind they created for themselves.
Regarding the 100 bones - granted, the older races have more flexibility in some respects, but many of them are plagued by design issues, be it the way elezen move, highlanders' severe limitations of good faces and the idiotic inability to add eyebrows for "lore" reasons, the au ra hips/clipping, and so on. I can certainly understand the frustration directed at them, in the sense that to see updates to the existing races we must wait for them to address how they bungled up the new races.
With that said, I am also curious where their resources are going. They keep saying it's not money but manpower but I doubt it's either, so much as the choice of where to put the money the game is bringing in. The work they keep referencing that would go into this isn't particularly specialised work. We see scaling back on multiple fronts. The graphics engine upgrade is not something in the works at present, just something they're actively looking at, so on that basis doesn't seem to be what's taking up their attention. EW isn't bringing any groundbreaking new features. So what is consuming their focus?

Players of every race are getting a bone thrown at them every other patch, while Hrothgar and Viera don't get anything. Not even a hairstyle they might not like.
I have agreed with you before that at the very least male Highlander eyebrows is something that seems like an easy fix, but that would be an extra on top of everything they already get rather than an equivalent to adding more than 8 hairstyles to Viera and Hrothgar.
I'm personally not holding my breath for the announcement in May shaking up the CC for everyone, but it'd be nice to be surprised.
How entitled do you have to be to come to a thread about viera and hrothgar hairstyle issues and complain about hair on a race that has several times the choice of those two races? Sigh.
Not saying that no other race deserves attention but this isn't about further updating the other races. This is about bringing the new races in line with the older ones.
God I wish we were fortunate enough to be able to complain that we don't like the new hair. We don't have any new hair to complain about!
