Unable To Talk to the Ul'dah Citizen in order to become a Samurai

Thank you everyone for responding to my post. I was finally able to figure out that I have to complete the lvl 50 MSQ which opens up the Praetorium before the Ul'dah citizen will talk to me. Although no one pointed that out, all the other responses helped me think more about it and I finally googled "what are the MSQ reuirements to become a Samurai" and that is where I found out about the lvl 50 MSQ. Thanks again for the help!

Do you have the Main ARR story quest complete? I believe that is when the samurai quest giver became active for me.

The information that you need to have completed ARR keeps getting passed around, but unless the requirements have changed, that has not been my experience. I definitely had samurai (and also gunbreaker) unlocked on a character before completing ARR.
