ARR MSQ completion isn't necessary. I've had the ability to unlock it on some of my other characters when they reached level 50 on other jobs even though they were still working on early parts of the MSQ.
Check both your Steam Games Library (not your purchase history) and Mogstation to make certain both are showing your game license updated to include Shadowbringers. It wouldn't surprise me at all if the Steam Library was only reflecting the base game. As Valkyrie said, Steam does not automatically update your license upon purchase. You still need to enter the code manually.
It's not even so much about your player level, but the quests you've completed. (in case that's what you mean by reaching level 50)ahhh okkk ARR means quests for A Realm Reborn I believe. As I said above I am on a level 42 MSQ quest right now. I believe that is high enough that I should be able to talk to the UL'dah citizen. If I am unable to find any other reason why his icon is red - and from the posts so far to my original one it doesn't look like I am, then I will continue to concentrate on the MSQ quests at least until I have reached level 50 before giving up altogether on becoming a Samurai.
There will be two 8-player dungeons that cap off the A Realm Reborn storyline. (They are the only two 8-player dungeons in the game, so you'll know them when you get to them) Once you've completed both of those, samurai will be available to unlock.

If you have activated ShB and completed the lvl 20 MSQ quest "Sylph Management" - wich you must have done when you have unlocked Bard - then I can only think of one possible problem:
You are trying to do the quest on a class wich is not lvl 50 yet.
It actually tells you: Stormblood installed.
So it seems you have not applied Shadowbringers (which comes with Stormblood) to your account, and make sure it's the right service account if you have more than one.

When Stormblood launched, they had it as part of the requirements to complete the two 8-man dungeons to unlock the jobs, not just being at the appropriate level.
(I confused SB with HW...) I don't know when/if it changed, but I can confirm you don't need MSQ to unlock new jobs now (other than HW).
Second edit: I don't see a requirement for Praetorium in the 4.0 patch note. I think you just need to be level 50 from the start.

That could just be because it checks for whether you've got Stormblood installed, as that is the prerequisite expansion to access the job. Shadowbringers is irrelevant to it.
The quest will only tell you the prerequisite that you are missing.
This is what I see on a new character, with no mention of Stormblood installed because I meet that requirement:
