The server is full message is really more like that back alley queue to get into the club thing. A line to get into the server from the lobby, can't have too many people pile in.
Now does server population relate to this? Yes, because obviously during peak hours you'll have more people thrusting into a queue versus say a ho-hum server like Famfrit.
YoshiP's way of closing full servers is just to stop new characters and character transfers into the server, sometimes just certain times of the day or sometimes for days up to months. This happens a lot more at the beginning at expansions.
