[BLU] Peripheral Synthesis Tooltip Error/Power bug

Steps:
1. Use Peripheral Synthesis on a target with no Lighthead debuff and register the damage
2. Use Peripheral Synthesis on a target with Lighthead debuff and register the damage
3. Use Peripheral Synthesis on a target resistant to Lighthead debuff and register the damage

Either the tooltip of Peripheral Synthesis is poorly worded, or the power is behaving opposite as it should.
Currently Peripheral Synthesis deals 400 potency damage when APPLYING or AFFLICTING the Lightheaded debuff on a target, and deals 220 potency damage when a target is AFFLICTED with Lightheaded or resistant to it (either by default or by applying Lightheaded too fast in a short amount of time)



The way the tooltip is currently worded is very similar to other powers that proc their secondary effect when the target is AFFLICTED by a debuff, for example Ultravibration's tooltip reads "KOs all nearby enemies AFFLICTED with Deep Freeze or Petrification"

Suggestion:

- If it's the case that the tooltip is poorly worded, reword it to something along the lines of "Potency increased to 400 when AFFLICTING a target with Lightheaded" or "Potency increased to 400 when APPLYING the Lightheaded debuff on a target"
- If it's the case that the power is not working as intended switch around the Potency values.

In Green you can see the damage whenever Lightheaded was applied, in Blue the damage whenever the dummy was resistant to Lightheaded debuff, and in Red the instance when attacking the dummy affected by Lightheaded.
