Bring WOWs allied race mechanic to XIV

We can't get more hairstyles for Viera and Hrothgar this isn't something that's going to happen. Nice to dream I suppose.

We were told about the viera/hrothgar head gear/hair restrictions before the races were added. I have no idea how people still bring this up as a point of contention.
