Sprint does not activate when designated button on my hot bar for sprint is pressed

I am having an issue with all my characters in Final Fantasy XIV. Every character and every job has sprint on hold L2 press square and very frequently holding L2 and pressing square does not activate sprint 80% of the time.

It is NOT my controller as square works flawlessly pressed at any other time and I have no issues with the square button when I am holding R2. It is not my L2 button either as all the other hot bar items work without issues with L2.

Final Fantasy XIV DOES recognize when L2 and square are pressed as it shows the little white animation over the sprint icon on the my hot bar, sprint just DOES NOT activate nor do I get the effects of sprint even though the game knows that I hit the button for it according to the animated overlay on the hot bar icon for sprint.

99% of the time, sprint is NOT on cooldown or anything, it is available yet does not activate when it is pressed.

It is imperative that sprint needs to activate when the button is pressed because I may need to get out of AoEs, or dodge other mechanics and sprint failing to activate causes me to take A TON of damage, get debuffs, or even death which would NOT have happened if sprint activated.

I tried multiple controllers including brand new ones and they ALL observe this behavior. I am 100% sure that it is the game, not my controller.

I am running Windows 10 on a HP Envy 17 j177nr, 16 GB ram, 120 Mbps connection

I use Playstation 3 controllers with SCP Tookit. As I said, ALL controllers observe this behavior ONLY with the sprint action. The buttons work as intended for everything else—including other games. I tried six Playstation 3 controllers, three of those brand new in packaging.

I EVEN tried a Playstation 4 controller and I still have this issue with sprint not activating 80% of the time when I hold L2 and press square.

Sprint as a function was changed a long time ago, and while it was never explicitly mentioned in any patch note or change log, it feels like it activates as a macro does now.
Before it was very snappy and worked like any other ability. Then the change happened (I think it was when TP was removed since Sprint used TP as a resource) and the action feels delayed like a macro would as it won't always go off when the GCD is rolling or you're otherwise in an animation lock.

So while maybe support can offer you more help, I just wanted to throw this out there and set your expectations a little low, sadly.
