It's third party tool that allows one to place furniture basically anywhere. It has since been updated to only work inside the house, because of irresponsible people like the owner of the house being depicted. These will probably get eliminated in a maintenance in the near future.

This is why we can't have nice things.

Seems like a great opportunity, while protecting against that tool, to just let players place stuff where they want within the house (turn on and off collision, raise and lower objects without needing another object, etc). Will prevent this tool needing to be made again.
