Im currently not aware of a governing legal body that requires text communication to adhere to such a strict guideline that operates in a region officially supported by the main server group (China is on a separate server). Groups like PEGI and the ESRB are consumer groups that are designed to allow other consumers to make informed choices, they are not legal bodies that can issue fines. There's also a reason why groups such as those aforementioned specifically state that online interactions are not part of their rating system.
