    Wait a couple of hours and try again. I was trying to make a new character on my homeworld about a month ago. Character creation restrictions were being updated every hour, I could see the changes to the worlds being restricted. I just had to wait for my homeworld to cycle back to available.

    It also tends to be easier to get the world you want in off peak hours when the number of players online is lower.
