There's another super simple (but doesn't entirely fix the inherently flawed duel system) solution that SE could implement, no problem...
Just make completing any CE within a specified region, spawn the duel unique to said region. So if you ace Kill it with Fire, Baying of the Hounds, The Shadow of Death's Hand, or Vigil for the Lost (all area 1 CEs), it will spawn Aces High, the Gabriel duel, and just make it so there can't be several Gabriel duels overlapping at once. And then Patriot Games, Fires of War, Final Furlong, Red Choctober (all area 2 CEs) can spawn the Lyon duel, so on and so forth.

I think one reason it doesn't do that is some of the characters in the duels also appear in other Skirmishes or CEs (or at least, Sartauvoir can), and it looks they try to keep it 'consistent' in a sort of time loop; I don't think you can have "Of Steel and Flame" and "Pyromancer Supreme" up at the same time, because Sartauvoir can't be in two places at once.

I'm not sure if that's the case but I believe you're right. From what I understand, unless it's just very rare, none of Daguza's other skirmishes can be up or Dabog's for Red Chocobo Alert and More Machine than Man to spawn respectively.
