This literally insinuates that it will be coming.
It's clearly meant to be able to be read that way—because Phil is first and foremost a PR guy at his heart—hence the "we will be bringing" statement, but look closely: when it comes to anything concrete, he just says they have a good relationship with the producer and that they're working through what would be entailed.

That there's not a port coming for Xbox One X when there is for PS5 is disappointing. But so far as I know, there was never an outright commitment by Square confirming an Xbox port (nor even actual confirmation that Microsoft has finished revising the policies necessary to make it happen), just talk about how it'd be nice. So it's not like this is a delay or pushback on a planned/promised port, just a "yes, we'd like to do that, and it's something we can look into after Endwalker is out."

No doubt Square-Enix would like to make it work as well, because more players means more revenue. But nothing in this says there was a firm commitment from Square to such a port, much less any sort of release date set.
