Yup, if there is less than 0.7 seconds left on the cast timer, the skill will automatically cast. This is why you can start slide casting when there is 0.7 seconds left in the castbar left.

This is really a problem with our long casting BLM and to a lesser extent on everyone else, but I agree I wish something could be done to it. I wonder if they could add a game play option toggle for "Target nearest enemy if spell cast does not resolve" or something of the sort. Or maybe just somehow target the last location of the target that died and use that.
I know there is probably some code craziness behind implementing it but it would be a very nice QoL change.

If nothing ever changes to fix this, the best thing to do it make sure you're not targeting the mob with the lowest HP. That's served me well enough.
