Part of my hotbar on PS4 won't work properly.

For some reason, only when I'm in combat, everything on the right side of my hotbar (everything under R1) won't consistently go off. I can see the icons flashing when I press the buttons for them, but sometimes they won't do anything. When I first go into combat it's fine but after a few button presses it stops, and maybe every now and then will let me execute something.

Literally everything else works fine; the left side works consistently, everything on the XHB is fine, and when I'm not in combat, the buttons on my controller work perfectly fine. I should add that I got a new PS4 controller last week, but I don't think that's the problem. I've tested this issue out on two other controllers and I have the same problems on them, too.
