Well, if the dev need an example in SWTOR you can do exactly that, it may be a small feat at first but once you taste it it's so good. It's like finding the perfect hair clip good with good grip but then you lose it when you buy a new one it's not the same.My bad, you weren't talking about instant cast mounts.
Though I don't I how it's functionally all that different.
Either way the mount would take a second or two to come out while it waits for your summoning animation to finish.
Wether you can move during the castbar or wether it has no castbar doesn't change much.
(Though I imagine figuring out how to let you move during a castbar would give their programmers headaches)
