He still needs to travel to the other shards to set them up if that's the case, and they don't seem to do that lightly. For whatever reason, they need (or at least greatly prefer) a mortal host, and they can't take the body with them so they seem to stay put on a single shard for as long as they're using it.

I've changed my mind on this - I went and had another look at the towers, as well as finally having watched the trailer for EndWalker... I have to agree that they look more like Mhachi construction than Garlean.

I can see why the NPC's would think they look Garlean from a distance, however when you watch the trailer... what he's in is 100% Mhaci construction IMO. I'll agree with Exitus is that it looks extremely like what is seen in the Void Ark raid. I'd highly recommend anyone who's doubting... watch the trailer, then go run Void Ark.

Do we know how wide-spread the Mhaci empire was? Was it just on the Eorzean continent? If so, what are there towers doing out in Othard? Did Mhaci build them, or was this done by Fandariel, or maybe even the Garleans doing it in Mhachi style at fandariel's instructions? I'm really looking forward to getting the answers during 6.0... well, I hope we get the answers.
