Because players tend to ignore anything that isn't "the best" damage gain and mock those who want to choose otherwise.

If players aren't using something, there's no sense in wasting development time on it. When it gets to the point everyone is using the same thing to increase damage, might as well just bake that damage increase into the base formulas.

For secondary stats to be interesting choices, none of them should be a direct damage gain.
