Is there a list that shows what servers you can transfer to for free and what server are congested?

This official page on the Lodestone is about the closest you can get (it doesn't specifically list if a server is closed to transfers, but that's usually assumed if new characters cannot be created either, or if it's a 'congested' server). This info can also change without notice and is entirelly dependent on the current amount of players logged in so take it as advice and not a statement.

Character transfers are only closed to a Congested server. Otherwise transfers should always be available - regardless of if character creation is available or not.
Character creation can open and close without notice (except on Congested servers where it is always closed), but the rest of the info (Preferred, Standard, Congested, or New status) only change in connection to a maintenance, and there is always a notice posted to the Lodestone and on the launcher when that status changes.

So, that page is quite reliable as to server status (Congested, Preferred, etc.)
